How to decode the access token generated for a personal account?

Question

I need to decode a personal account access token in order to retrieve the "scp" field of the decoded token. When it comes to corporate accounts, we can decode the access token, but the format of personal account's token is different from the format of corporate and therefore, personal account's access token is unable to decode.
