    Do you mean that you want to put a PDF with links into the body of an email, as shown in the below image?

    If so, please select the field in the email body>right click on it>click on link>find your PDF file from Look in or folder you saved the PDF file, then click on OK and insert it.

    Another possible way is to upload the pdf file to OneDrive and paste the link into email body!
