Windows 10 hardware workstation with forgotten PIN and Password

Currently the system is using Windows 10 Enterprise and is not joined to an AD nor an AAD, he's not joined to an active directory nor to an Azure directory. No other Admin users registered on the user workstation. We have tried accessing the Command Prompt via Windows RE and have been unable to do so. Please Advise!
