Members are not being added to a Shared channel.

I'm trying to create a Shared Channel between two tenants that I manage. Tenant 1 is a non-profit with E2 licenses and has issues with Shared Channels. Tenant 2 is full E3 and E5 and doesn't appear to have any problems.

On Tenant 1, if I create a new Shared Channel and select "Share this channel with everyone on the team," none of the members get added. Ever. I have been trying this for over a week, with new and existing Teams in Tenant 1, with no luck. I'll share from Tenant 1 to Tenant 2, and all the members in Tenant 2 are there, but none of the Tenant 1 teams or members are added. I'll share from Tenant 2 to Tenant 1, and it's the same regardless of how I accept the invite or verify the invite or how long I wait after the invite.

I'll accept the invite and get "You can't add this channel to this Team. Contact your Admin" or "This Channel is already shared with this Team". If I go to manage the Shared Channel in Teams or the Admin Center, the Members always show Teams (0) and Members (0). I'll wait and the members and Teams never appear but the "This Channel is already shared with this Team" message continues.

I can manually add members to any Shared Channel regardless of where it originated so B2B is working and set up correctly. The Add Members feature when creating or accepting an invite is not.

    Here's an update on this issue:

    According to our research, this seems to be a transient backend error, ID: TM649035.

    The engineering team is currently remediating the affected existing Microsoft Teams channels to fully remediate the impact. Please be patient and wait for the next update.

More info: When a user first attempts to add the team using team share option, nothing occurs. A subsequent attempt my result the message "the channel is already shared with this team", although the members of the team can't access the shared channel. As an alternate method, users can share a shared channel by individually adding users to the channel.
