Conditional Access - Email sender notification

Question

Can someone tell me if email senders in a blocked country will receive a bounce-back stating the email is blocked?

Example, if we restrict Email traffic from outside of the US, would an email sender from outside of the US be blocked and if so, would they receive an email stating that their email is restricted?
