From your description, seems that it is more related to Azure Active Directory, please kindly understand that here we mainly focus on general issues about Outlook desktop client. To better solve your issue, I will add the tag” Azure Active Directory”.

Could you please confirm what you are trying to achieve when you got this error?

The AADSTS900561 error typically occurs when 3rd party cookies are being blocked by certain browsers.

You need to allow the URL which you are trying to open to access as shown below in edge.
