Visual Basic Editor not working in Excel

Can someone help please. I can't find a solution online.
I have problem with Visual Basic for Applications in Excel. This is what I get after I press Alt 11.
In the Project pane it says "Project - No Open Projects".
Most of the sub-menus' contents are greyed out.
I have tried practically everything and it still won't work.
Repair (online repair and quick repair) - several times
Uninstalled and reinstalled (Run as administrator) - several times
- Even used Microsoft Support and Recovery Assistant.
- Unchecked add-ins
