Why am I getting charged for Azure Subscription when I literally have not used any services?

Why am I getting charged for an Azure Subscription when I have literally not used any services? I just made an Azure service account for the sake of Azure certification, and it told me I wouldn't get charged until I used any service, and it has given me $200 in free credit. But after one use (according to how certification instructed me), which was obviously on free credits I have been given and I never even opened the Azure Portal again, it shows me a $1000 outstanding balance. I want to remove my card and delete whatever is going on, but it is not letting me delete my card either and says I need to pay my old payment first, the payment for services or subscriptions I have never even used.

Kindly look after the issue as soon as possible, I want to use my card, but it's just stuck here.
