    Hello, users request to unlock the settings for "When Microsoft starts" and "Home Button".

    For the first option, it controlled by RestoreOnStartupURLs policy, it specifies a list of websites to open automatically when the browser starts. If you don't configure this policy, no site is opened on startup. And this policy only works if you also set the RestoreOnStartup policy to 'Open a list of URLs' (4). Set this/them to Not Configured will be ok.

    For the second option, it controlled by ShowHomeButton policy, set this policy to Not Configured will unlock the button. For more details, please refer to these docs:
