I can't upload my signed file successfully when I register for the Hardware Developer Program

I tried to register for Microsoft Windows Hardware Developer Program with the error "We encountered a problem processing the file you uploaded. Please ensure the file you sign and upload is the same file you downloaded." I've been in touch with your support team before and uploaded the required files. But I'm sorry that I deleted my previous email by mistake, please contact me asap if my problem is resolved.
