"No data found" in Azure AI Studio Quotas after being onboarded to the service

I was successfully onbarded to the Azure OpenAI Service when provided my company's Enterprise subscription. An Azure OpenAI Service was created by our infra team on the 'East US' location with pricing tier 'S0' and when going to the Azure AI Studio first to create a new deployment to then use the chat Playground, I am blocked because "No quota is available for this deployment. You can request for more quota."
When going to the Quotas section and select my subcription and region 'EASTUS' there are no quotas at all, just this message: "No data found. We couldn't find any data for the selected subscription and region."
Was I supposed to get some quotas immediatly after the OpenAI Service was created or do I have to request more quota via the MS form or do I have to see with our company's Azure admin to define some budget or something else? Who can allocate quotas and how?

2023-07-13T08:17:50.6833333+00:00 As per the documentation here https://learn.microsoft.com/en-us/azure/cognitive-services/openai/how-to/quota, "When you onboard a subscription to Azure OpenAI, you'll receive default quota for most available models." but this has not been the case.

Are you having the required permissions to use this resource? I would suggest checking if you have at least OpenAI contributor access at subscription level scope.
If possible, could you request your infra team to try the same deployment with their credentials to check if the same quota error is seen?

Vince Kolb 195 Reputation points2023-07-13T14:28:40.63+00:00 We have the same issue and we have attempted the Contributor role permissions at the Resource Group level as well as Owner role at the Resource Group level and still can't see the Quotas or create Deployments.
However, the Owner of the parent Azure Subscription to the Resource Group can see quotas and create deployments. this level of permissions should not be required for all those working with the Resource Group.
I hope that there is a real solution to this issue soon.

I have 'Cognitive Services Contributor' and 'Cognitive Services OpenAI Contributor' roles at the Cognitive Service scope and 'Cognitive Services OpenAI Contributor' at the Resource Group one but still unable to see Quotas and/or create a new deployment.

2023-07-18T05:16:17.85+00:00 @AC As per the service this issue is because the quota management controls are all at the subscription level and if scope of permissions are set at resource group level for the user this tab fails to load. Any user who has access set at subscription scope should be able to load this page. Currently the workaround is to change the scope to subscription level if the user needs to lookup the quota.

2023-07-20T07:37:59.27+00:00 @Rohit Mungi Thanks for the insight, indeed it works when having the role assigned at the subscription level. Also, the workaround proposed by @Carlos Omar Toscano Sosa to create a new CustomRole is a valid solution so far. Cheers @Vince Kolb for sharing the answer.
