IIS server unable to install

Hello,

I am unable to install IIS on windows server 2019.

Failed to pin deployment while resolving Update: Package_3213_for_KB4561608~31bf3856ad364e35~amd64~~10.0.1.9.4561608-5644_neutral from file: (null) [HRESULT = 0x80073701 - ERROR_SXS_ASSEMBLY_MISSING]

Unable to download and install KB4561608.
