VM very slow, Is the Intel® Xeon® E5-2673 v4 2.3 GHz sufficient to hosting an E-commerce website with large database and constant communication between database server on VM and on premises?

We are currently developing an E-Commerce site on VM hosting Xampp Server. Fairly large database. Currently we are seeing 100% CPU usage with under 10 users accessing site. Processor is Intel® Xeon® E5-2673 v4 2.3 GHz and Ram is 32GB. Ram hasn't been an issue since upgrading from 8GB. The below is a snippet of what it looks like with under 5 persons utilizing it.

    The server manufacturer will be your best resource for sizing the hardware to match the task at hand.

    Ok, well the application developer and the hardware manufacturer will be your best resources for troubleshooting. Running on a desktop OS may also be a limitation.
