Simplified Chinese characters are showing up when traditional Chinese is set as the language for Windows

I tried to change the Language & Region to "Traditional Chinese" but in my software the "Simplified Chinese" are still showing. I contacted the support for my software, but they said some of the languages are using Windows Language. And I need to contact the Microsoft Support. Any chance to solve my isuue? Thank you! I'm using Windows 10 Enterprise.

    Do you have Chinese Traditional language package installed?

    If not, follow these steps to install it:

    1. Select Start > Settings > Time & language > Language & region.
    2. In Preferred languages, select Add a language, enter the language you want, then select Next.
    3. Select Download from the Download language pack option.
    4. After the language pack is installed, select Back.
    5. Choose a language from the Windows display language menu.
