Which license can I add on to Business Basic or Business standard to auto encrypt emails based on criteria

I have client with Business Basic and Business Standard licenses.

They are healthcare related and need the ability to encrypt email based on keywords and terms.

I noticed there exists Azure Information P1 and P2 but, looks like P2 has been depreciated. What replaces this product and what is the cost per license?

Mainly we need the ability to make sure no protected patient data somehow slips through the crack and gets email out without encryption applied. .....
