Getting RedundantExport Skipped Message

I created an Enterprise Application in Azure for a 3rd Party Application. I added a group that has all of our staff in it. There are about 30 staff out of 250 that didnt provision. In the provisioning logs it says skipped. If I try to do Provision on demand, I get the same error, RedundantExport. They are not in the 3rd party app yet so I don't understand why these are being skipped. Any ideas?
