We have a hybrid deployment. We migrated a user to Exchange Online. We have an on prem user that is a delegate on numerous mailboxes (on prem) including the migrated user. After the user was migrated, in Exchange Online, I gave the on prem user "send as, full access, and send on behalf" permissions to the migrated user. The on prem user cannot "send as" the migrated user. Isn't this the correct way to do this? Thanks for your help.

Give the on-prem user send as perms to the remote mailbox on-prem, not to the mailbox in Exchange Online.
