You need to contact your Expressroute provider (ie Megaport etc) to make sure the connection at their end is dropped.
Once that is dropped, you should be able to deprovisoin and delete your Expressroute circuit.

Hi,
I tried to delete the reourcegroup where the expressroute is part of. I did not unlink before deprovision.
Now I get the error message 'The specified dedicated circuit is not in Deprovisioned state. Please initiate the deprovisioning process with your service provider. (Code: ConflictError)'.
Can somebody please help met because I'm stuck?

Apology for my late respons but at last I was able to remove the 'ExpressRoute-circuit OCI_Azure_ExpressRoute' which was setup between the Oracle Cloud and Azure. My collegae who set it up on the Oracle side remove\terminated the connection and after that I was able to remove the circuit.
