Unable to create custom model in Azure OpenAI Studio

I'm trying to create a custom model in Azure OpenAI on an organization account but in the studio the button to perform this action is disabled. I currently have one test deployment created from a base model, but I wouldn't think that would be the reason. Am I missing the reason it would be disabled? Any help would be appreciated.

UPDATE: I just saw the message below saying I don't have permissions, but I'm currently using PIM owner access of the subscription that the OpenAI resource resides in, so I don't know why it would say I don't have the required permissions.

    Even though you can see the models listed, create a custom model is disabled due to which you haven't been granted a Cognitive Services OpenAI Contributor" role assignment in resource level.
