Hello, If all my microsoft defender on all windows 10 and on all windows server (2012, 2016 and 2019) onboarded to microsoft security portal, this onboarding will consume windows defender for cloud plan?

Defender for Cloud/Defender for Servers will not recognize Windows 10 (not a supported OS). Win10 would be better monitored by Defender for Endpoint.
If that is confusing, user devices are covered by MDE and usually E5/A4 licensing.
Servers are covered by Defender for Servers and this includes MDE for servers.
