Windows Update keeps downloading and skipping definition updates it's already installed. Only started after 2023-07 updates.

We have 3x servers (2016 Essentials, 2019 Standard and 2022 Standard) and 20 desktops (Win10 22H2). After the 2023-07 updates all computers (servers and desktops) have the following windows update problem: When a Definition Update is released the computer will install it via windows update, windows update will then download the same definition update and skip it (because it's already installed). Windows Update then repeats this continually, downloading and skipping until a new definition update is released which it installs and then repeats the process of downloading and skipping. Our Windows Server 2016 Essentials Dashboard shows all computers and servers have 1 uninstalled update (which is the definition update it's continually downloading and skipping even though it's already installed successfully). As explained earlier this is on 23 different computers (servers and desktops) and only started after the 2023-07 updates. Anyone else having this problem??? Thanks.
