Lex Li (Microsoft) 6,022 Reputation points Microsoft Employee2023-07-18T15:08:46.01+00:00 Can you open developer tools and see what are the errors there in Network tab? I guess many JS files cannot be properly loaded (not a surprise in certain regions of the world.)

Adding Lex Li (Microsoft) request, could you please try logging to portal from different browser and check whether you are getting the Same issue (Sad cloud).
Also, if you are still facing this issue, please do help us with the session Id of your portal using the keyboard keys (ctrl+Alt+d) to check and assist you better.
