Windows 11 click lock on touchpad only and not on mouse

They should re-add the feature to enable click lock for the touchpad but NOT the mouse. Having it on for both is not intuitive for the mouse and having it off for the touchpad is not intuitive for the touchpad. Why was this removed in windows 11? How do we request this feature?
