How to fix [error 2147942402 (0x80070002) when launching `%SystemRoot%\System32\cmd.exe']

I can not open the command prompt on Windows 11.

When I try to use window powershell and click drop down in a new window then select command prompt.

It shows error "[error 2147942402 (0x80070002) when launching `%SystemRoot%\System32\cmd.exe']"

    Has this happened recently?

    Have you made any changes to your computer recently, such as updates, etc.?

    Here are some basic troubleshooting steps:

    1. This could be due to corrupted or damaged system files. Please run in PowerShell: sfc /scannow
    2. Disable third-party antivirus software.
    3. Run a Windows safety scan. Proceed as follows: Settings > Privacy & Security>Windows Security, choose the Virus and Threat option. Once done, hit the quick scan option.
