Deleted an iPhone from Azure and now when trying to login to the Company Portal on the phone the end user gets an error 700003.

You can try unregistering and re-registering the device on IOS device.
For iOS and Android, you can use the Microsoft Authenticator application Settings > Device Registration and select Unregister device.
For macOS, you can use the Microsoft Intune Company Portal application to unenroll the device from management and remove any registration.
Note: This tool removes all SSO accounts on the device. After this operation, all applications will lose SSO state, and the device will be unenrolled from management tools (MDM) and unregistered from the cloud. The next time an application tries to sign in, users will be asked to add the account again.
Now you can again register the IOS device in Azure AD.
You can register the IOS device to Azure AD in two ways, you can use either Authenticator App or use Microsoft Company Portal.
If you use company portal, your device will end up getting enrolled with Microsoft Intune (MDM) and registered to Azure AD.
If you want the device just to be Azure AD registered, you can do that by using Microsoft Authenticator App.
Here are the steps you can follow :
1) Download the Authenticator App from App store from this URL https://apps.apple.com/in/app/microsoft-authenticator/id983156458
2) Go to settings and look for Device Registration :
3) Register the device using your corp email
4) Once done, you would be able to see that device in Azure AD Devices List.
