What value is correct of base speed in task manager?

My CPU is Intel 12th i5-1245UE & OS is Win10-21H2(19044 build) IoT LTSC.

The base speed in task manager shows: 1.5HHZ when Intel speedstep & speedshift are enabled.

The base speed in task manager shows: 2.5HHZ when Intel speedstep & speedshift are disabled.

Question1> If this result is correct?

Note: I tried test under RPL platform(Same OS), base speed value is the same whether enable speedstep & speedshift or disable speedstep & speedshift.

Question2>Why base speed is changed after disabling Intel speedstep & speedshift?

Question3> Why Intel speedstep & speedshift setting will affect to base speed?

Question4> How to determine base speed by Windows OS? What is register or address Operating system to catch for base speed?
