I understand that you would like to know if you will be able to create Basic SKU Azure virtual network gateways and public IP addresses after March 31, 2025 and will there be any changes to the virtual network gateway service before March 31, 2025.
As published in the official announcement of Azure updates,
On 30 September 2025, Basic SKU public IP addresses will be retired in Azure. You can continue to use your existing Basic SKU public IP addresses until then, however, you will no longer be able to create new ones after 31 March 2025.
So, the current guidance is to upgrade your Basic SKU public IPs to Standard SKU before September 30, 2025.
And for VPN gateways, the guidance is as below:

Currently, recreating the VPN gateways with a Standard SKU IP is the only way but the Azure VPN Product Group team is looking into a better migration strategy for customers (no ETA to share as of yet).

No, post 31 March 2025, you will no longer be able to create Basic SKU Public IP addresses, and this will also impact the Basic SKU VPN gateways.
Will there be any changes to the virtual network gateway service before March 31, 2025.
The legacy SKUs of VPN gateways use Basic IP and cannot use Standard IPs. This means, we cannot expect Legacy SKU Gateways to work after this. While the official announcements are not yet made, this should give you an idea of the timeline. However, since the Azure VPN Product Group team has not made any official announcement on the retirement of legacy VPN gateway SKUs, it would be better to wait for some more time and see if there are any changes to the virtual network gateway service.
