    Thank you for asking this question on the Microsoft Q&A Platform.

    The minimal license that you require to create a mailbox in Exchange Online (Plan 1) with this license you have:

    • 50 GB mailbox and messages up to 150 MB
    •  Outlook on the web provides a premium browser-based experience
    •  Focused Inbox makes it easy to track email that matters most
    •  Automatically move old messages to an In-Place Archive

    Hi

    In Azure AD, you have several users and groups. The Azure AD is currently using a free license, and the P2 (Premium 2) license has expired.

    To create mailboxes for these users, you need Microsoft 365 or Office 365 licenses, which include Exchange Online, the service responsible for managing email and mailboxes.

    The license required for creating and using mailboxes is typically known as a "Microsoft 365" or "Office 365" license. Popular licenses with Exchange Online are Microsoft 365 Business Standard, Microsoft 365 E3, and Microsoft 365 E5.

    Hope thias will be of help

    @MS Techie

    No, an Azure AD P2 license does not allow you to create mailboxes for each AD user. Mailbox creation typically requires a Microsoft 365 or Office 365 plan that includes Exchange Online.
