could not be loaded. Root element is missing.

i recently moved the repos folder to a new pc and installed vs2022 on it when i open the solution that i was working on previously one of the projects in the solution wont load and when trying to reload it i get this error
the project that is not loaded is a c++ class library project while the other projects are in c#
the project itself works fine if i were to move it outside of the solution

    You can try to rename the Microsoft.VC.ServicingVersion.CAExtensions.props file and re-launch the Visual Studio.
