Azure DevOps No Subscriptions found. Please create a new subscription to set up billing

Although I have a couple of subscription plans, I am unable to see any of them on the Azure DevOps Billing page. Instead, I encounter the message "No Subscriptions found. Please create a new subscription to set up billing." Even when I click the "New Azure subscription" button and add a subscription again, it does not appear on the billing page. Why is this happening?
