Is it possible to request for a FOD for a specific language and feature. (E.g. Language.Handwriting~~~si-LK~ currently not available)

Question

I use the language Sinhala (සිංහල) / LK (Code si-LK) in my personal and work computers (both Windows 10 and Windows 11).

When attempting to use OneNote "LinkToText" feature, when one has drawn Sinhala fonts, a message is given requesting to add handwriting capability to the language.

But this doesn't appear to be available in basic or FOD packages.

I attempted to use DISM to add below capabilities and failed.

Language.Handwriting~~~si-LK~0.0.1.0

Language.TextToSpeech~~~si-LK~0.0.1.0

Language.OCR~~~si-LK~0.0.1.0

Is there an indicative timeline/roadmap that can be shared for these capabilities to be available for specific languages? (In this instance si-LK)? Or is there a feature request process that can be followed for FODs.
