Problems installing windows 11 - 2023-07 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5028185).

I am trying to update windows with the new - 2023-07 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5028185). But every time after I download and install the update and reset the laptop the reset stays at 8% for hours with me able to use it. I have tried keeping it on charge, removing all usb's, and changing the services for windows update and the BITS service to automatic and reset as online websites stated to do what else can I try. I am using the dell inspiron 16, and the Error code: (0x80070003).

    I was able to get out of the constant 7% update and ended up resetting windows and kept my files. It’s working great now - thanks.
