RDS 2019 Licensing Manager is not Issuing CALs to the domain users

Hi Guys

I have one 2019 RDS host session and Licensing Server (terminal server) installed and have 10 per user CAL's on it. Domain controller (2019) is in another virtual machine. But the remote clients computers are not in the domain.

The domain users connect to the RDS server through RDP and I don't see that the RD Licensing Manager assigns a license to the connected users, there are always the same number of licenses available (10) in the RD License manager. It has been operating for some time. Some user remote login without showing 60 minutes issue, but some user have. The total user number in the domain is more than 10.

The licensing mode and licensing server are set through GPO, and I use powershell to verify that terminal server has the GPO settings.

What am I missing? Please advise if anyone has any solution to this.

    I had this same issue On an RDS server holding the licencing role but running server 2022.
    Fix was, Open Server Manager, Select remote desktop services on the left.

    Under Deployment overview, Click tasks, then Edit Deployment Properties.

    Under RD Licencing, Per Device was selected here. Change it to Per User (If that is what you are using)

    I also removed and re-added the Remote desktop licence server from this screen but this may not be required.
