Hi Guys
I have one 2019 RDS host session and Licensing Server (terminal server) installed and have 10 per user CAL's on it. Domain controller (2019) is in another virtual machine. But the remote clients computers are not in the domain.
The domain users connect to the RDS server through RDP and I don't see that the RD Licensing Manager assigns a license to the connected users, there are always the same number of licenses available (10) in the RD License manager. It has been operating for some time. Some user remote login without showing 60 minutes issue, but some user have. The total user number in the domain is more than 10.
The licensing mode and licensing server are set through GPO, and I use powershell to verify that terminal server has the GPO settings.
What am I missing? Please advise if anyone has any solution to this.

Are you using VPN to join the domain network ?
Can the user still RDP to server without issuing CALs?
Do you mean session’s disconnected after 60 minutes of inactivity ?

Have you activated the licensing server?
Have you added the licensing server to the "Terminal Server License Servers' Domain Group?
Is the PowerShell tested:

The licensing server is activated, and it was added into terminal server license server domain group automatically. the license diagnostics tool shows it has 10 user cal installed and 10 available all time, it doesn't matter how many users (less 10) use remote desktop login. But some users login with showing "There is a problem with your Remote Desktop license, and your session will be disconnected in 60 minutes". The remote desktop will be forced to disconnected after 60 minutes. I use powershell with administrator to test. It shows the right licensingtype (per user) and serverlist (localhost) which are set from GPO. The client computers connected to this terminal server are not joined to this domain.

I would suggest checking event logs to further trouble shoot. I'm also assuming the license server is installed on the same server as the rds session host?
• Access Application and Services Logs\Windows\TerminalServices-Licensing\Operational.
I would suggest filtering the events to the scope of Remote Desktop Licensing Event ID, then looking at what generated at the point of failure.
Some to look for are Event ID, 1, 3, 7, 8, 9, 12.
Analysis of events should provide more clarity of behaviour occurring at points of issues encountered.
The license server and rds session host are in same server. Application and Services Logs\Microsoft\Windows\TerminalServices-Licensing\Operational has 0 events available. \Admin has some events there, but they were logged long time ago. one point here is that the remote client is not part of domain. The client use this remote workstation to login to terminal server.
@XinJun Qi I would be inclined to migrate the License role to a different server for testing and further trouble shooting.

I had this same issue On an RDS server holding the licencing role but running server 2022.
Fix was, Open Server Manager, Select remote desktop services on the left.
Under Deployment overview, Click tasks, then Edit Deployment Properties.
Under RD Licencing, Per Device was selected here. Change it to Per User (If that is what you are using)
I also removed and re-added the Remote desktop licence server from this screen but this may not be required.
