"We couldn't create Azure account for you"

Question

I'm currently involved in Azure Machine Learning Challenge.
one of the modules involved that I should create Azure account. I went for ''Start Free" it failed to create a free account, Then I tried to creat a paid account like $29/month, but it failed too. the letter showed up after the account sign up "We couldn't create an Azure account for you" without any reason. My email is ok, My Credit card is legit, and my phone number is ok too. changing phone number is failed to fix the problem.
please help me fix this.

Also there should be a tab to report the learning module issue if you cannot setup the Lab, while learn the course in MS Learn.
