Uwfmgr is set as enabled on Windows 10 but it doesn't function

Question

We have custom Operation Systems setup with Uwfmgr filter is set to enable on the C:\ drive. For some reason even though Uwfmgr is set to enable but the uwfmgr doesn't seem to work properly.

We ran both command below on the image and it's listed as 0. We actually do not know the root cause of the issue.

Does anyone know how to fix this? Any feedback would be greatly appreciate it.

uwfmgr overlay get-availablespace

uwfmgr overlay get-consumption
