Unable to make Outlook alias primary (and unable to sign in on xbox design lab)

I have 2 issues, with one leading to the other. When trying to sign in to the xbox design lab to create a controller it gives the following error:

Your Microsoft account doesn't contain an email address. Please update your Microsoft account and try signing in again.

The only answer I found to this was to try changing my primary alias in my live outlook account. I have added 4 other emails (3 gmail ones and a different Outlook one) and I can never make any of them the primary alias. All emails are verified and each time I try (I've tried over many months and over different browsers on different computers) and get the same error each time:

We were unable to make <EMAIL> your primary alias. Please try again later.

Very frustrating to have 2 issues that seem to have no real answers in other similar questions. I just want to build a custom controller - why is that so difficult?

    Use the Get Help app here to chat online with someone by clicking link

    then "Windows", then underneath "home support" click on Get support in the Get Help Windows app

    According to your description, i notice that you encounter a issue with alias. Please note:

    Existing Hotmail, Live, Outlook.com, and MSN addresses can't be added as aliases, and you can't add an alias that is already associated with another Microsoft account.
