ConsumeContainerWhitespace is not helping. Any other ideas?

I have a main page that calls 2 subreports. When the subreport creates multiple pages, a blank page sets inserted.

If I run the subreport by itself, there's no blank pages anywhere.

I tried ConsumeContainerWhitespace = true, and that didn't help. I have it set to true for the main report and all the subreports.

Just to be clear, the subreport is perfect, even with multiple pages. I don't need to adjust the margins.

Any other ideas to prevent the main page from injecting whitespace?
