I don't believe so. In certain countries, like China, South Korea, and Japan, map data must be hosted in those countries and is often only available as image tiles (not vector tiles). Azure Maps recent update now includes detailed maps of these countries but gets the data from Bing Maps and as such modified the map styles to align with the image tiles being used. This provides consistency between when viewing maps in those regions and also consistency between these two map platforms.
That said, I'll be sure to pass your feedback on to the Azure Maps and Bing Maps teams as they may be able to update all of these over time.
