How to disable "People in your Organization" in On-Premise SharePoint Server 2019

We are using SharePoint Server 2019. In sharing for document, an option "People in your organization" allow user without access right to access the document. We need to disable this option. Cloud you show me how? Please refer the image for details:

    Per my research, there is no option to disable "People in your Organization" in the SharePoint Server 2019.

    Until now, there is no settings could change sharing behavior for the SharePoint Server 2019.
