Window update fail 80073701

When I try to update window I got error 0x80073701.
Current version: window 11 enterprise version 21H2 osbuild 10.0.22000.1817 (I think APR month patch)
Tried:
Window update only showing latest July month patch giving error 0x80073701
Manually download and install from Microsoft update catalog for month may, June, July same error
Window update troubleshoot: always tell "made some changes"
Sfc/scannow: didn't find any violation
Dism/scanhealtu and check health: no error
Dism restorehealth: restore completed
Reset window component: still same error
Note: others update are installing without any errors only monthly cumulative update is failed
