Merging M365 Tenants while in CSP Promotion Program

Hello - 3 years ago client had 2 related parties using NAV2017 with 2 separate servers. Client started bridge to cloud promotion Business Central for licensing instead of paying BREP. 2 Cloud tenants provisioned 3 years ago. Client has decided 1 tenant with 2 Business Central companies is path forward instead of 2 tenants. What are the steps to merge the 2 current cloud tenants into one tenant?
