My .netcore webapi is hosted in Azure webapp and is making a call to graph api and occasionally 'SSL connection could not be established ' error is thrown.

Firstly, apologies for the delayed response.
The "SSL connection could not be established" error typically indicates that there is an issue with the SSL/TLS certificate used by the server you are trying to connect to.
I understand the issue occurs occasionally when making call to Graph API. Just to isolate the issue, you may try to troubleshoot the issue:
From App Service standpoint, please check the SSL/TLS certificate.
Ensure that the SSL/TLS certificate used by the server you are trying to connect to is valid and properly configured. You can check the SSL/TLS certificate in your web browser by navigating WebApp URL, and checking the certificate details.- You may always leverage App Service diagnostics from Azure Portal> Navigate to your App Service app in the Azure Portal. (screenshot below)
- In the left navigation, click on
Diagnose and solve problems- Review - “Configuration and Management, “SSL and Domains” and options.
