client access rule vs conditional access policy

Hello experts,

I'd like to ask a question about the client access rule feature.

Based on my reading, client access rule seems to work similarly to conditional access policy, but is especially for Exchange mailboxes.

Are there any differences or downsides to use client access rules instead of conditional access policy, if the purpose is to limit users' access to their mailboxes from illegal ip addresses?

    Client Access Rules are actually going away, so I wouldnt even use them at this point if possible:
