From what you explained, it seems to be a bug, so I advise you to open the Feedback Hub app and report this issue as bug and submit image and other relevant information which might help to reproduce the problem.
An unknown application appears in the list of applications on the Windows Start menu, how to delete it
I found an additional application called "ms-resource:Displayname" in the list of applications on my start menu and I couldn't remove it
I go into the App settings through its right-click menu and see that the application is "SecHealthUI"
No exceptions to Windows Security's functionality
Attempted to reset the application using Get-AppxPackage method, it didn't work
I want to know how to delete it.
Tried to contact customer service but customer service didn't answer calls during work hours
My Windows version is Windows 11 Enterprise Insider Preview 22H2 23493.1000

2023-07-29T20:53:43.5466667+00:00 I believe this is a bug, try open the Command prompt as administrator and type the following command:
sfc /scannow
Press enter and let it runs and check the result.
Open start and search for feedback and open the Feedback Hub app and report this issue.

C:\Users[Username]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs
Nuke or add the shortcuts and it'll disappear from your Start/App menu list. Its still installed and you'll be able to find it via Search.
