When using the HttpUpdateServiceConfiguration function in the HttpApi is it safe to execute while service is running?

Is it safe to execute HttpUpdateServiceConfiguration function in the HttpApi while service is running. I want to be certain https request against the server will not failure while Http service configuration is being updated.
