How to turn off MFA using Authenticator (just want to use cell/text)

Question

I have a o365 user who set up MFA and must have selected use the MS Authenticator app. I went into her security profile on Azure and reset her so it should only use Cell/text but when she logs in again she gets a text and puts the code in and then it asks to download Authenticator, and there is no was to bypass. Most other uses do not get the popup to download authenticator.

Q. How can this authenticator popup be bypassed so she only has the text option for MFA ?

From there change the default and also can delete the Authenticator
