Conditional Access is missing enterprise app Onedrive and Onedrive for business to assing

Question

I would like to create a CA rule but I cannot select Onedrive or Onedrive for business from the list of apps in Target resources. How come these are not visible?

There isn't a way to target or isolate Onedrive within a Conditional Access policy because of dependencies that would apply to other services. The only way to block it would be to apply Conditional Access at the resource level (Sharepoint).
