For this "in progress" status, it means that at least one update remains in progress. The "OfferReady" means the expedite instructions are ready for the device and the next time expedite client on the device scans for updates, these will be offered to the device.
From your description, the devices have been updated. Please wait for some time or sync the devices and then check if the status will change.
