If the only global admin account on the tenant is blocked entirely, I would suggest raising a ticket using your local number from one of the Global Support numbers listed here:
They may be able to reset your Auth methods to allow you to login again and reset, and in this case may be able to grant you admin access on the tenant. They will not allow you to log on with the credentials of a user who has left the organization.
You will need to provide proof that you are the owner of the Subscription.
Also, for the future, you can create an emergency access account (break glass) in Azure AD. This account will help prevent being accidentally locked out of your Azure Active Directory (Azure AD) organization because you can't sign in for any reason.
