Which version of Visual Studio are you using?
Please end all Visual Studio processes from the task manager.
Then, update VS to the latest version and create a new project to verify if it persists or not.
You can open Developer Command Prompt for VS and run the command: devenv /safemode to run VS without any extensions, check if the installed extensions affect or not.
If you have any anti-virus software, please temporarily disable it.
